Central America

cantro-americaThe EU and the six countries of Latin America (Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama) have maintained favourable political-trade relations over the past few decades.

The San José Dialogue, which was launched in 1984, sets up the milestone of EU- Central America relations. The objective was to seek solutions to armed conflicts by means of negotiations. 

In June 2007 negotiations for an Association Agreement between the two areas were launched as follow-up for the previously set EU-Central America Political Dialogue and Co-operation Agreement del 2003. Since then, 7 rounds of negotiations have followed/been taken place.

The Madrid Declaration of 2010 stresses more than ever the importance of bi-regional dialogue in the field of Technology and Innovation. By allocating 840 million Euro in the Regional Strategy Paper 2007-2013 the EU proves to be the first in donor activities for Central America as regards development aid.




Opportunities for European Researchers


enlaceIn the ENLACE project ( and through APRE coordination the European Commission plans to enhance major collaboration activities among researchers and research centres of Europe and Central America. In fact, there are a number of scientific cooperation opportunities between the two stakeholders.

The ENLACE project contributes also with:
- A Travel Grant Scheme to enhance mobility of researchers and foster networking activities between European and Central America institutions. (
- A RTD [Research and Technological Development] Directory facilitating mapping of Central America Institutions, which are involved in research (
